Lynn Helms

Lynn Helms has served as director of the North Dakota Industrial Commission Oil
and Gas Division since July 1998 and director of the Department of Mineral Resources
since July 2005.
He earned his bachelor of science degree in engineering from the South Dakota School
of Mines and Technology in 1978, but his oil fi eld career began as a roughneck in 1976
working summers and school holidays. After graduation Helms worked for two years as
a production engineer for Texaco in all of the producing areas of Montana.
In 1980, Helms joined Amerada Hess in Williston, N.D. While in Williston he worked
as a production engineer, reservoir engineer and asset team leader on projects in Abu
Dhabi, Alaska, Arkansas, Louisiana, Mississippi, New Mexico, North Dakota, Texas and Wyoming.

 

Leanne Panduren

 

Leanne Panduren, PE, FNSPE is a graduate of Michigan Technological University with a degree in civil engineering and is licensed in both Michigan and South Carolina.  She has worked for Rowe Professional Services Company since 1994, currently serves as the Civil Utilities Division Manager and is a Principal in the firm.   She works mainly with municipal clients in Michigan helping them address their infrastructure needs.

 

Panduren has been active in MSPE since 1995 serving as the State President from 2003-2004.  She is still active at the state level on the Legislative and Governmental Affairs Committee and as a PAC Board member.   Panduren currently serves as the NSPE Treasurer and Finance and Budget Committee Chair.  She has also served on various NSPE committees and task forces including the Future Directions Task Force and the Legislative and Governmental Affairs Committee.  Panduren serves as the Treasurer for the NSPE Education Foundation and Treasurer of the National Engineers Week Foundation.   She is an ex-officio member of the NICET Board of Governors.

 

Panduren lives in Lapeer, Michigan with her husband and two children. 

 

Chad Orn, PE

 

 

 

Stewart Milakovic

 

 

Chad M. Orn is an Engineer that currently works in the Programming Division for the North Dakota Department of Transportation.  He has worked at the NDDOT since 1999, having previously worked in the Design and the Environmental and Transportation Services Divisions.  He received a B.S. degree in Civil Engineering from NDSU. This presentation will cover current and future projects resulting from the oil boom in western ND.

 

Stewart Milakovic is a Transportation Planner with the North Dakota Department of Transportation.  He was hired in 2006 and has been monitoring the Oil Industry within the state for the Department for the last four years.  He received a B.S. degree in geography from the University of North Dakota in 1997.

The presentation will give a brief overview of the oil industry in ND, how the NDDOT determines oil-traffic loading on the highways, the resulting impacts of those loadings, and what the Department is doing to mitigate the effects of those impacts.

 
 Terry A. Fleck

Terry is a native North Dakotan who has spent thirty years in the radio and television industry. Until recently, Terry was the General Sales Manager and partner with Pro Radio and the Director of Sales for Clear Channel Radio in Bismarck.

 

Terry has just retired from broadcasting to pursue a public speaking and consulting career. He has been conducting seminars and training sessions for over ten years. He has worked throughout the United States and Canada.

 

Terry is a Rotarian and a Toastmaster whose hobbies include singing in the church choir, golfing, hunting and fishing.

Mayor John Warford

Mayor John Warford is in his third term as Mayor of Bismarck. He was initially elected in 2002. His portfolio assignment includes Administration, Airport, City Attorney, Civic Center, Human Resources, Community Development, and the City and County Planning Commissions.

Mayor Warford is also an orthodontist, cattleman, and past president of the North Dakota Dental Association.


Mayor Warford is very involved in economic development, job creation, infrastructure improvement, and improving services for all citizens of Bismarck and the surrounding areas.

 

John and his wife Jenny have four children, eight grandchildren, and have lived in Bismarck since 1973.

Terry Keeton

Mr. Keeton is ASPRS Certified as a Certified Photogrammetrist and Vice President of Aerial Operations for KBM INC. located in Grand Forks. Mr. Keeton first started in the photogrammetry field while serving in the United States Marines as an intelligence officer and instructor in Photo interpretation. Mr. Keeton’s experience is not only in compilation of Plan and DTM features, but with project management of FLDOT, NDDOT, and TXDOT projects. Mr. Keeton has worked with the Ultra Cam and DMC digital cameras have planed all flight operations using Track Air software. Presently Mr. Keeton works in the KLT Atlas softcopy working environment collecting DOT design data and Utilities Data for route  design and Ortho Photography. Mr. Keeton has experience in LIDAR and ABGPS.

His presentation will cover Photogrammetry and how it is used in todays market. Will cover the ground control, ABGPS, LIDAR and digital orthos
